Chancellor Steve Ballard (Job Description, Curriculum Vitae, Biographical sketch) is the chief executive officer of East Carolina University (hereafter, ECU or the institution).   He was selected in May 2004 by the UNC Board of Governors (hereafter, BOG) upon recommendation by the President of the University of North Carolina (hereafter, UNC) and is not a member of the ECU Board of Trustees (hereafter, BOT) or BOG. Section 502 A. of the UNC Code identifies the Chancellor as the administrative and executive head of ECU, a constituent institution of the UNC. The Chancellor has the power to exercise complete executive authority on behalf of the institution, subject to the direction of the president. The Chancellor is ultimately responsible for carrying out policies of the BOG and of the BOT, evaluating the BOT policies, and reporting evaluation results to the BOT. The Chancellor reports directly to the President of the University of North Carolina system as shown in the ECU Organizational Chart.

Selection of the Chief Executive Officer

Section 500 B. of the UNC Code confirms that the BOG elects, on nomination of the president, the chancellor of each of the constituent institutions and fixes the Chancellor’s compensation. The President makes a nomination from a list of not fewer than two names recommended by the institutional board of trustees. The institution’s board of trustees identifies its recommendations to the President based on the work of a search committee composed of representatives of the board of trustees, the faculty, the student body and ECU alumni. An advertisement for the position of Chancellor is used to invite qualified applications.

Responsibilities of the Chief Executive Officer

As chief executive officer of the institution, the Chancellor has the following responsibilities, which are described in North Carolina General Statute 116-34:

The Chancellor reports directly to the President of the University of North Carolina. UNC Policy 200.4 IV confirms that the performance review of the Chancellor is conducted in accordance with criteria and procedures determined by the President. More detailed information relating to the evaluation of the Chancellor is provided in ComprehensiveStandard3.2.1.

The Chief Executive Officer and the Board of Trustees

As chief executive officer of ECU, the Chancellor attends all meetings of the BOT and is responsible for keeping the BOT fully informed on the operation of the institution and its needs; however, he is not a member or presiding officer of the BOT. The relationship between the Chancellor and the BOT is defined in Section 502 C. of the UNC Code.
