Narrative

East Carolina University (hereafter, ECU or the university or the institution) has a clearly defined organizational structure, which is prominently displayed on its web site. The organizational charts are maintained by the Office of Institutional Planning Assessment and Research and are updated on an annual basis.  These organizational charts outline clearly the major divisions of the university, which are headed by vice chancellors and other senior administrators, all of whom report to the Chancellor, as described below.

The Chancellor is ECU’s executive officer, and the general authority of the Chancellor is published in Section 502 of the UNC Code. Reporting to the Chancellor are six major divisions, headed by vice chancellors (links provide the division’s organizational chart): Academic Affairs, Student Affairs, Administration and Finance, University Advancement, Research and Graduate Studies, and Health Sciences. The University's Administration web page provides links to divisional responsibilities for the administration of policies.

Administrative policies and responsibilities are developed through a process outlined in Regulation on Formatting, Adopting, and Publishing Policies, Regulations, and Rules (PRRs) that describes the general procedures for creating and maintaining institutional PRRs. Policies are approved by ECU’s Board of Trustees, regulations are approved by the Chancellor or his/her delegate, and rules are approved by unit heads.  After approval by the appropriate authority, and after review of legal sufficiency, the University Attorney’s office is responsible for posting approved PRRs in the University Policy Manual. Each approved PRR must identify a delegated authority responsible for maintenance and policy implementation.

In summary, the organizational structure of East Carolina University is clearly defined and published, delineating responsibility for the administration of policies.
